As soon as traffic on motorways and out-of-town roads with several lanes per direction slows or stops, you must form a rescue lane (§ 11 para. 2 StVO): between the left lane and the remaining lanes. This applies immediately when traffic slows, not only when the emergency vehicle comes into view.
