Coverage of rent and heating.

Under citizen's benefit (Buergergeld), the costs for accommodation and heating are covered in their actual amount, insofar as they are reasonable. If costs are too high, the job center can demand a cost reduction after a transitional period. Reasonableness is determined by local values.
