A warning fine is an offer, if you do not pay and the accusation is wrong, fine proceedings follow. You can file an objection against a fine notice within two weeks (§ 67 OWiG).
Challengeable, for example, are wrong accusations, faulty signage, an unrecognizable no-stopping zone, or limitation. If you parked legally (e.g. with a valid parking ticket), you do not have to pay.
